  What is selected? What tool is active? Check the Viewport option menu (the lined button at top-right, next to the camera/view picker and above the navigation tools) - is Show Pose Tool checked?

  Only when a Bone node of a figure is selected, that widget can be shown in the upper left corner ~~ Check if you have a Bone selected in Viewport or Scene pane.
