Improper settings on dynamic surfaces of the hair (no matter polygonal hairs or SBHs) may result in such issue.
Besides, abrupt or non-linear movement of the figure (esp. figure's Neck / Head joints from your video...) may also bring you the issue. You may check and tweak the interpolation type / values in between the key frames ~~
Thanks for the reply. Do you think it would be better and easier to use morphs instead? A friend said that because of the quick snap, DForce doesn't work well with that
Probably... but it'll still depend on how you make the morph. You may try a static simulation with the hair on a certain key frame, export the result to OBJ, then import as a morph. Then dial the morph properly in between an animated range.
I think it's better, but now some of the hair goes through her thigh xD But I think it's better than the flick
