Could be with decals and/or 3D mesh. Sickleyield has several water props (including some wakes). There are boat wake decals in Design Anvil's DA Big Ocean that could be scaled and layered accordingly.
PixelDust1 at the other place has a number of water props that could also be used.
Or, do it the hard way with Fluidos...
