Oh, I have an idea or two...
The first one I can think of is probably further away from what you are looking for but I will throw it out:
https://www.daz3d.com/dforce-gustave-top-curls-and-beard-for-genesis-9
Next is a hair I am very fond of:
https://www.daz3d.com/maynard-hair-for-genesis-8-and-81-males-and-females
here is a render that I did a while ago for Genesis 8
Something else that might work is
https://www.daz3d.com/denki-hair-for-genesis-3-and-8
And It isn't shown but I think this hair which has a load of morphs would have the best fit
https://www.daz3d.com/dforce-c1-spiky-hair-for-genesis-3-and-8
are they confirmed working on genesis 9 properly?
I have had no problems with them; some are Genesis 9 hair and the others autofit fine. And of course, you can easily return them if they don't.
...most G8 hair should work fine on G9. Agreed that the Spiky Hair for G8 would probably be the best given the wide range of style possibilities it has. It is also on sale.
So, I did a quick check. I wasn't able to do anything with Maynard hair; it doesn't display properly in the Daz Studio alpha I use but it autofits properly. Spiky and Denki autofit properly but they probably aren't exactly what you are looking for.
spiky
If a hair doesn't autofit properly, you can just place the hair and potentially scale and then parent to head.
...I often do that for fitting older hair content to G3/G8.as that preserves the morph and style bones. Adding a bit of smoothing can help with difficult fits.
What about Soto's Spiky Hair 2?
I nearly included that one but it doesn't bend much in front.

You can maybe get exactly the hair style you want by combining two or more different hair models at the same time on the characters head. And then retexturing all the hair models with the same black hair shader to make it look like one piece. Sometimes I combined 4 or 5 hair models to get the look I'm going for - which is also goth or punk in spirit. You can also turn the hair models around on the head, so that the back of the hair model becomes the front of the hair style.
