How can I get this character?

(on the first image.)

But it seems to be not included? Does anyone know where/how I can get the exact same character? It's not about the outfit!
(or, what products do I need to DIY the exact same character)

It's for a recent project so I don't have much time left to choose a character model. But this one seems perfect.
