    Whenever you see a character with proportions like that, you can safely assume they've been modified to at least some extent (Daz have never sold any character with breasts larger than their head, to the best of my knowledge) and therefore they have a custom recipe that is very likely unidentifiable.

    I think she's probably at least partially based on a https://www.daz3d.com/p3design character, so I'd look through there until you find one you like, but then you'll have to find another shape slider on top of that and then deal with the horrendous clothes fit problems you'll get out of proportioning a character like that.

    I don't recognize the character, but you can find many characters with boobs as big as their head (or larger) at RenderHub
