I know this is my fault for not reading the description closely. Still I'm disappointed.

This product has zero fit morphs and isn't dForce. There's nothing I can do about it passing through most of my model's shape since it doesn't use strictly the listed morphs. I bought this product when I'd only be using Daz for 4 months. What did I know about fit? I probably loaded on a default model and it worked fine. Now 6 months later I'm trying to fit it to a model I've had the audacity to move the sliders around on and nothing I do can get it to fit. (And I'm not talking about slight fit issues. The underpants part is practically inside the figures body 75+%.) I tried modify xscale on the pelvis but it ballooned in size in too many places that I didn't need to expand.
Wasted money.

If the morphs are simply not applying it may be that they have a rather broad Rigidity Group applied - you can see what they have , if anything, in Tool Settings with the Geometry Editor in Vertex Selection mode (then look at the count or click the + to get an idea of what is included).
Could I suggest using a smoothing modifier? If you have tried, oh. If not, try the next paragraph.
If you've not used one before: Select the garment, then at the top of the scene tab there is a hamburger symbol. Click that, then select (and this is where my memory is slightly hazy as to the name because I've not got DS on this machine) 'Geometry', then top sub-menu item 'edit '[or something like it] and choose the top item 'Add Smoothing Modifier'. This should allow the garment to move until it's on the outside of the character's body. If the garment still collides with the body, increase the collision iterations (a new slider in the garment root node added by the smoothing modifier), and you might need to increase the number of smoothing iterations too. I don't often use a collision iteration of more than 10 and a smoothing iteration of more than 6.

enable hidden and you should be able to see and adjust the shaping morphs projected from the figure on the garment (they will all be at 100%)
anoyingly the flakey highlight doesn't always show the faint text on hidden parameters so a nice bright monitor and good eyesight a bonus

You could try to apply a dForce modifier, turn off self collision.
And if the chains has its own surface group, then for that increase buckling stiffness, and reduce buckling ratio.
I always have show hidden on. Always. And there are ZERO morphs for specific body areas like Adjust Waist or Adjust Shins. NONE. There are only Freya 9, and similar, morphs. Follow the link to the store page. It only lists character morphs, no adjustment morphs.
I have another similar issue with an Otart item. There's a poke through at the crotch. When I access the mesh grabber, and click a single mesh square by the crotch, the globe where you can drag the mesh appears at the neck collar. I clicked once where the yellow square is. The global appeared there. No idea why.

yeah, a smoothing modifier fixes practically every common fitting problem for a snug garment like this. if you want it to hang away from the body surface or something, that's more complicated but if you just want it to fit on the character a smoothing modifier with default collision settings fixes almost every situation, it's really good at this.
For a skin tight outfit like this one, the outfit should follow any body morph using Auto follow. Maybe it would struggle on the extreme morphs of certain non-human creatures, but any "normal" morph, no matter what the source, should work with the clothing via auto follow. There might be slight pokethrough, but this would be fixed with a smoothing modifier.
The issues you are describing are likely to be caused by some strange set up of the garment, or a non-standard way you are using it. The "Ridigity Group" suggested by Richard might be one idea, but this is not the type of garment I would expect for something like that.

Neither were the cause of the issue. Somehow, the figure had two BODY morphs: Both "Base Feminine Body" was 100% as well as the character body "PFX Valeria Body" 100% were set on the figure. AfterI remove the Base Feminine Body morph (set to 0%), Auto Follow was working as it should.
What I can't figure out is how both morphs were on the figure. But that's a me issue, I suppose. Sorry for the false alarm. But the smoothing modifier on clothing was not anything I'd ever considered. I've been using it exclusively on beds and sofas. :)
I don't know why it caused problem with auto-follow in your case, but it's not something unheard: I have a couple of Genesis 9 characters that need to have both their own body morph and Genesis 9 Base Feminine morph dialed in to look as intended.
It's not different than characters for Victoria 8 or Olympia 7 that have existed before.
You might want to make sure you've updated all the Genesis 9 Starter Essentials stuff in DIM, while I hadn't heard of or seen that specific problem there have been a number of updates since release, it certainly wouldn't hurt.

TBH I'd expect the default setting in DS to be 'Autofollow=true' and to have to explicitly turn it off in the rarer occasion when you don't want it to. Caused me a bit of grief when creating a Tri-Ax V3 character and I had to find out what the issue was when the clothing didn't autofollow the character.

Yeah the first time I created some morphs for G8 that got me too, it took some time to even realize you had to do that much less how
G9 Starter Essentials was last updated on my machine March 21. The last package update is from November. Nothing related to starter essential is listed as available.
Hi, could you tell me which Otart product you're having trouble with? I'm always trying to improve and learn how to create better products... maybe I can fix it. :DD
