You're mistaken, it's not an outfit from the Victorian era, it's an outfit for a vampire who lives at the base of Mount Victoria in the Te Aro suburb of Wellington, New Zealand.
(I may be being facetious).
Considering what was shown in Wellington Paranormal many aliens, critters and whatnots are dressing stylish nowadays. I bet even there's even some octopode somewhere in space who wears those boots.
The character is a Vampire! It is possible he is fond of his goth, Victorian era clothing, but has an affection for his feet being shod in a 'waffle stomper' to deal with uppity humans.
