High Viewpoint HDRI

The vast majority of HDRI's are, quite undersandbly, gorund-level; viewpoints. However, I need high-flying viewpoints, particularly of dense urban areas. Like you would see from a heleicopter, penthouse, or from a super-person in flight. 
Anyone know of a resource? I've tried many places and so far the only thing I've found is this, which has only four pics and only one small suburb pic from the air.

    Dense Urban Area, I don't know if they exist, but flipmode has a product with HDRI over the sea, and has multiples products with HDRI made from a higher point of view:

    This has come up before, but while often requested, it's fundamentally difficult.

    A good photographic HDRI needs to be made by merging many exposures taken from a steady fixed viewpoint. This is extremely hard to do well with a helicopter or drone (subject to wind), and if you do it from a structure, you get the structure in your HDRI, significantly limiting its usefulness.

    In theory one could be rendered from digital assets, but most stores have a policy that prevents derivative products being sold, so someone would have to make the assets from scratch and then convert them to an HDRI.

    Hence there's just generally a shortage of this kind of HDRI.
