The hair is broken but I did it to test, it is not the final result
You probably need to add new bones with the Joint editor to control the free hanging hair, then weight map the mesh to follow the bones, or use morphs, or both. You may also, depending on how the hair is made, be able to apply a dForce cloth modifier to it so that it will behave more like real hair when simulated.

Here is a tutorial for making cloths with custom bones. It is the same process for hair.
You can skip the first parts, as they covers modelling af a dress in blender.
