Looking for an 'underground fighting arena'-type environment and/or spectators for such events

  There are various underground things  - clubs and res tauirants, for example, in the store which could be used with fittings from any of the sets suggested in this thread.

  For spectators, you'd probably want something like the Now-Crowd billboards (Modern Sitting Crowd, Party Time, Disaster,  Modern City Life, Fight, or even Paparazzi Photographers.

  They won't all fit the style you're going for, but some from each pack might (and some more so from the back than the front).

  There are also the low-res figures, though they have less variety so better for the background.

  You could also try old warehouse environments or the sets suggested above (they were the ones that came to my mind), dirty them up with grunge shaders, dim lighting effects and the fill-in people too. There is also the LoRez series by Predatron or the LowPoly Crowd series by Code66, Lyra Maddril and FeralFey for background characters.

  I had a thought and checked my 'underground' sets and found https://www.daz3d.com/underground-bunker. Try a search with 'underground' in the store and see what it brings up, or in your own Product Library to see what it shows.

  Maybe The Cage? It's ancient 3DL, but still works. The lights need to be changed to emissive to work in Iray, or add some spotlights.

  Actually, there is a lightset included, but they are pretty dim in Iray. I was thinking of the actual light fixtures (fluorescents and spots)

  The Cage is older but its well sorth the surfaces conversion for Iray.  And Predatron grouped the material surfaces to make the process easier.
