When you use the store search for Addy Evie (the artist, and name of this character) doesn't even show up inthe store.

Looks like an Outoftouch hair.
Maybe the Updo of Fantasy Hair for Genesis 8 and 9, hidding the hairband and replacing it with the jewelry made for Evie (the same hair are used for the promo of this product too):

I thought it might have been that one, too, but the ponytail has no morphs to drape forward, over the shoulders as far as I can see.
I didn't thought about that part, but you're correct, there is no morph to get the ponytail over the shoulder.
Could the ponytail part be from the Cathy hair, with the front part hidden? I kitbash hairstyles that way a lot, to add length and volume.
Some hair may have been altered in Photoshop, look up Addy's hair paint tutorials

Looked some more cause I could have sworn it was an OOT hair and the base is from the Mega Updo 3. For the tail I want to say it looks like a kitbash of the Cathy Hair with the head/scalp sections hidden.
