  My vote is for Neko Hair for Genesis 3 and 8 Female(s) - that has morphs to bring the bangs up and move the sides away to look like that image. Not to be confused with "dForce Neko Hair" which is something completely different.

  Looks like Alva Hair as well, but I don't think it's that one either.
