Is there a way to put a tight Miniskirt over Leggings?

Cause both the Mnikisrt and leggings are skin tight so they overlap. And when i conform an item, i cant Blow it up.

If i were able to blow it up, i would take the skirt and blow up like thicken the fabrick of the dress. then that would solve my problem.

Is there such a thing that i can do?

    Try a smoothing modifier or push modifier?

    Maybe set the collission object for the miniskirt to the leggings instead of the figure.
