    Looks like Star Angel with a skirt over it, and some blocky heels from a different set.

     That's the first thing that came to my mind as well. When I looked closely at it, though, I could see it's not the same. I couldn't say if this is a complete outfit or if it was entirely kitbashed from many different outfits.
