I'm pretty sure that it's called a bindi. Might help to search by name. I've seen them, they were probably for an earlier generation of figure, but you can probably parent one..
Rana HD for Kala 8 contains two bindi options.
Edit: LIl Shasti for Sahira 8 contains several bindi options.
If you want it to be an actual, separate prop, you could always hide the chain on the "headband" included in this outfit:
