I can't seem to get this character working correctly, instead of the cartoony look it seems to have a more realistic one. I have dropped the face apply thingys onto the character but it doesn't seem to do anything over than makeup. Can anyone help?

Click on Currently Used to verify if "Girl 8 Head" and "Girl 8 Body" controllers are being set to 100%. (Change your Parameter pane preferences to not Display Followers so that you can focus on Girl 8).
It will look more cartoon like when you render. Also, black & white is not really a cartoon look so try changing her outfot color to bright medium saturation colors or bright pastel colors.
