The "cropped hoodie" looks like they probably took the Geometry Editor Tool to a regular hoodie and just hid the lower polys. The rest of the shirt has nice rounded edges with thickness while the bottom part looks rather sharp and thin. So it's probably a mod of a regular length hoodie.
Someone made a cropped hoodie, I just can't remember who and I believe there's more then one out there, including having seen one here
