The descitption states
Script Features:
- Click and favorite dials you wish to randomize. You can bulk select via Studios Edit Mode.
- Load in a character shape or preset and the script will favorite all used dials via the "Favorite Dialed Morphs" button.
- Save and load a preset that will remember what dials were favorited.
Does this mean I could use this product to make expression favorites persistant, i.e. to use them on any character?

You can do that by saving a character preset or scene already, but the bullet point is saying that you can take a character and run the command to set any sldiers that have non-zero values as favourites.
