Hotel Indoor Pool No Water

I bought this awhile ago and finally took a look at it. But the pool water is completely a flat gray. I've tried applying a water shader to it and tried reducing the opacity, but nothing changes it. I'm not a newb, but I can't figure out what's wrong.

 

Edit: Never mind, I had to turn off the dome of my HDRI.

    Why did having the HDRI turned on cause the water to be consistently flat grey?

    Possibly the ground rather than the dome.
