  That is artist Mal3Imagery's work.  It is a generic G8M morphed in Blender, clothes made in Marvelous Designer, hair made in Blender, and rendered in Blender Cycles.

  Don't know anything about the uniform, but the cheracter looks like https://www.daz3d.com/dain-8 with some minor modifications.

  Resaonably sure the hair is https://www.daz3d.com/secret-service-hair-for-genesis-8-and-genesis-3-males

  Lemme know if you find out about the uniform. I could use it myself.
