What is difference between universal pose tool and active pose tool in the viewport?
To me, it seems active pose is more smmoth when dragging the bone.
But I am just curious about any documental reference to tell the difference so that I can know when to use one or another.

Active Pose reponds only to drag-ranslation in the viewport. You can't rotate bones, or use the sliders. It does have nearly-rigid pinning, however. The Universal Tool has looser pinning, but you can manipulate the pose in any way and still have it work - and the IK system, which is what you are asking about with the Universal tool, has been expanded and looks like getting some more expansions judging by the change log.
