Looking for suggestions on new computer

Hi folks. Lets imagen that my computer guy says that there is apparently no way to get openGL1.3 installed on my existing system, let alone have it find its own sound cards. Now let's imagine that my budget is middle of the rack from WalMart. That's going to be pushing the envelope on affordability.
What suggestions might anyone have? Not sure about Dell...they seem reluctant to do business for some reason...but I still need suggestions on a new, affordable system that will keep up for more than 90 days.

Can't that be fixed simply by swapping in a higher spec NVidia graphics card? AIUI any OpenGL driver will run on any halfway-recent Windows PC, the important thing is the card — that's where the OpenGL version is set.
Unless... some systems designed as buy-a-box-off-the-shelf are set up so it's difficult or outright impossible to open the case and change anything; the worst offenders can't even take a RAM upgrade easily. What's your existing system?
There's also an issue where graphics cards have been getting bigger in recent years; if there isn't physical room in your case to put a new card in, then you're kind of stuck.
OpenGL 1.3? Unless you have atruly ancient computer your video card supports OpenGL 1.3.
This sounds like a driver issue not a hardware one. Update your video card driver direct from the manufacturer's website. Turn off Windows Update ability to install graphics drivers.
Also, what is your budget?
