The past two months Daz's Freebies required purhcases of other products to be able to use them. In my book, if something requires a purchase is not really free.

Are you talking about the newsletter freebie, which always is free with a purchase?

They're often mostly textures requiring a base product, though there are usually a couple options that don't require a specific base to use.
I usually download them anyway, since the base sometimes goes free later, or something I'm interested in goes on sale later.
But if you already own the required product then they ARE free. So, technically, they are not really free to YOU.
Those freebies are always full, paid for items from the Daz 3d store offered at 100% discount for a couple of weeks. They are not permanent freebies. They may be add on items, but also they may not, it's the luck of the draw.
They don't let you get those currently free textures if you don't have outfit base already, so our desire of "i'll get freebie now and buy outfit somewhere in the future" fails. Proven as incorrect further in thread.
What??? The texture products ARE free. You don't have to own the outfit already to get the textures for free. Just put the texture product from the freebie page in your cart and "buy" it for $0. Then you own it. If you buy the outfit sometime later, you already have the texture product in your Product Library, ready to use.
The freebies on the rolling banner are free, no purchase neccessary, no restrictions, just 100% discount for the length of time they are advertised as freebies.
The only freebie that is free with purchase is the weekly newsletter freebie. If you are a PC+ member then it is free automatically as the PC= subscription counts as a purchase.
If this were true my library wouldn't be full of textures for products I don't possess.
During one of recent sales these textures were in freebie section

However there was NOT purchase/add to cart button at all...
edit:
curiosly, i don't see purchase button even now, when their price is back from 0. What happens?!
That has now been reported, thank you for pointing it out
There must be a problem with how the product page is setup, I don't see the "add to cart" button either.
It's clearly a store glitch though, normally Daz allows you to purchase products even when you don't have the required product.
I'm talking about the freebies you find at the end of the scrolling sales on top of the page. Lately you have to own one product to be able to use the freebie. I understand if I already 'bought' the original product then the freebie would be free. But those of use who didn't can get the freebie, but it would be useless until we purchase the original product. That's not really free. I guess it all depends on how you look at it. I personally believe if Daz Studio offers freebies then they shouldn't require a purchase of another product.
The textures are certainly free, but I only ever got them once as it's too annoying having them without the required item. It doesn't stop them being free.
"Luck of the draw" for sure. There are often periods--like now--where that's most of what's on offer. But I've gotten 6 starter bundles--Hiro 5, Stephanie 5&6, Lee 6, Josie 6, & Gia 6 between 2016 and February of this year as Bi-weekly Freebies. During the same timeframe I've also gotten many other bundles, each with 2 to 5 items (such as characters, hair, clothing, monsters, and/or environments), from the Bi-weekly Freebies page.
From my observations, there's usually one or two base-items, like outfits, usually for V4 or M4, but on rare occasions for Genesis 1 or 2.
There may also be an environment, animation, or props type product
The rest is usually texture add-ons and character sets that aren't related to the base items available that week.
Whether these observations are an indication for some rule going on under the hood or not, I do not know. Though I actually do suspect there is some rule happening, and that each freebie is drawn randomly from a seperate pool of items
