What's the best process for creating quality free/buyable Gen 8 characters?

I'm looking to create free and buyable characters for Genesis 8 (mainly quality recreations of movie and video game characters) for both here in the forums and renderosity.
I have some experience creating decent Gen 8 morphs in Blender and importing them back to Daz, but I've never gone a step beyond that. There's gotta be a more effective and better way of doing it. I've heard there's other software like Zbrush and Character Creator, I'd be interested to know if they will make the process more accurate and easier.
Anyone here got a rough outline of what software I should use, and maybe an outline of the process involved in making such a thing?

If they are obviously a person, then they may object; Daz may object.
If they are obviously a video game character, someone is going to drop by and protect their IP.
Don't ask us (arm-chair lawyers suck), ask Daz: email them.
At the end of the day, you're looking to make cash on the back of someone else's product/persona. That can be risky.
Giving it away, via Share CG, or Deviant Art might be ok (as in a good way of practicing the processes involved), but again you could be running a risk.
If you incorporate merchant resources in your process, read the fine print on them first. Many do not allow freebie creations.
I'm not looking to incorporate merchant resources, that's why I'm asking for a general process starting from a regular Gen 8 dev model.
Anything that is clearly taking likeness will certainly be free. I'm willing to run that risk.
Most PAs use merchant resources in their character creations.
However if you're wanting to do everything from scratch including all of the different skin, mouth, teeth, toenail, eye textures, etc that you'll need, you're looking at a huge undertaking. That will be much more time consuming than the morphs for the character. You'll want a really good texture painting program. ZBrush can do it but you have to subD the figure by a LOT to get the level of detail needed to create high-quality realistic skin textures. You're going to have to have a pretty good machine to handle that level of subD for the long periods of time needed to create the textures from scratch in ZBrush. There are other programs that can do good textures that may not be as taxing on the system. I've never tried them but have heard decent things about Mari, Mudbox, Substance Painter, and Blacksmith3D. None are very cheap though.
This suprises me, I always assumed it was mostly done from scratch. Is there a list of merchant resources that allow character creations that can be re-distributed (either free or selling)?
I recommend that you look at how G8M / G8F and the DAZ Originals Head, Body, & Expressions for G8M/G8F morph packages are set up and layout your freebies that way.
But if you really want to be a stickler for quality, and even this is mistake prone as we customers know, then create your set of morphs as a product that you submit to the DAZ Store as a freebie or paid, it doesn't matter, but then it will go through quality control and they'll guide you in setting up your product. You'll also get a lot of experience supporting that product. After that, just can make more freebies or paid products to be released anywhere you like & you'll know the proper way to do it.
Applying to be a PA is free but I wouldn't until you have a really good product that includes a good set of promo renders to promote the product you made. Note at that stage, it isn't needed to be packaged or laid out as it will be in the DAZ Store as a product - they'll guide you with that. I'd say they must have a pretty comprehensive guide they give new or prospective PAs.

Considering how much work is involved in creating a MR from scratch, I have to wonder where this comes from (i.e. someone elses work used for it)

Sorry, but I see examples of abuse, misuse and plain theft daily in the 3D world, so I am always wary, especially when I know the amount of work involved.
