Precious Characters with Props/Clothes from Figure?

Hello,
I was doing a little artwork project until I have a idea for Lady Littlefox's cool dragon. I know that I can either parent certain item to it or rigged it but can someone please tell me how to rigged for example Dragon 3 armors for Precious Dragon? Here is a example as well on the attachment that I tried to put on the Spike tail.
