Can you use models created rigged and animated on here in other programs like Unreal of GameMaker, legally? Im trying to create characters for a game and am somewhat confused about the liscensing agreement. I would love to use this software for my projects but dont want to be penolized for using it to sell my game.. Any advice is greatly appreciated!

If you want to use the content as 3D data (rather than 2D renders) then you would need an Interactive License for each product used, asssuming one is available - there are in a box on the product page.
Since Gamemaker is mostly used for 2D games, there is no need for an interactive license if you are just using 2D sprites. If you plan on making a game in Unreal or Unity with actual mesh, then as pointed out, you will need an interactive license for each item you purchase and use.
If you are planning a 3D game, you might want to look at the unity store or the unreal marketplace since the assets sold there are made for game design unlike the ones sold here which are made to work in daz studio (rendering and animation) and will take some doing at times to get them game engine ready.
