Question: Is it allowed to use DAZ 3D characters for semi commercial use such as for anime convention/mascot art submission?
I would like to submit an art piece for such a convention in 2020 (Tora-Con mascot art contest). Is that legal or illegal as per the EULA.

if it is just 2D then you can use them however you want. Any image or animation you create is covered by the existing EULA
How are you using the characters? If it is in 2D renderings you would be OK as commercial use is permited. If it is a 3D printed figure then no as those are currently only permited for personal use.
I have both toonycam and linerender 9000 but for some reason neither come out 2D.
As long as the end result is a 2d image (not the style, just that it is either a single picture or an animation) you can use it for any commercial or non commercial purpose. The things you can't do are 3d printing (where you end up with a physical object) or putting the meshes in a game where you give the meshes you have purchased to other people.

OT, but LineRenderer and Toony Cam only works in 3Delight, but might not work with the current Studio version. Have you used the 3DL engine for rendering?

The important question is what are you making - 2D renders, either images or videos, or something 3D?

I think you are missing what is being said. Will this only be renders or animation, or will this be a game with actual mesh in it or 3D printing?
The subject, the catgirl in the image is fine as long as it's just an image and you are not doing anything with the actual model outside of your copy of DS.
What you are depicting doesn't matter (except with the Anne Marie Goddard digital Clone for Victoria 3)
Looking at the contest submission criteria, entries need to be in the form of a .jpg, .png, or .gif. A rendered image created in DAZ and submitted as one of those formats essentially counts as "2D," because it doesn't contain the actual model. It's just an image of the model.
Just a print/render not animation. The image above is what I would to enter next year (2020).
Further, if selected for convention. I plan on donating/asking that the prize be given to someone with autism/asperger's living in that area who wouldn't normally be able to attend.
