I am testing Layla Hair with Orestes HDRI but unfortunately I am experiencing problems because parts of the hair are rendering as blcocked WHITE. Can anybody tell me what I'm going wrong???????

I'm with you on this, you can even see the brightness on her chin, it needs turning down for sure !

Turned the light to OFF and "voila"

It's probably a rim light so that the figure is illuminated around the edges and stands out from the background. You can keep it from making the the hair react like that by turning down the strength of the light, moving it or both :)
Also, it might be a point light where a spot light would do better. For rims, I usually like them from one side rather than right behind so I keep them off camera if possible, but that's a personal preference more than anything.

If it's a spotlight on the back, check the light geometry. If it's disk or rectangle, change it to point. That will solve your problem.
A light with render Emitter off will not show if viewed directly, but will show if viewed indiectly - in reflection or, as here, through a transparent surface. Changing the light position or camera angle will avoid this, or you could replace the light with an emissive surface of the same shape and turn its Cutout Opacity down but not quite off.
