Subtitles or captions?

So. For my upcoming project, I need to add text at the bottom of a image in the style of subtitles from poorly-translated videos (see any old Jackie Chan for instance*). Is the only option Photoshop or the GIMP? I've searched high and far and there's a lot of 3d text but this is not what I'm looking... I can throw Pshop through it if it comes down to it, but For Reasons Pshop gives me hives. Advice?
* "Drunken Master" is a favorite!

I use Affinity Photo, its meant to be a photoshop replacer. Its text capabilities are quite good and it’s completely non destructive. Its very cheap and has no subscription model. I really like it as it was build for speed.

I also like Jacky Chan, his humor, his martial arts and stunts are unmatched!
You could try uMark - it's actually a watermark program, but it can be used for other things also. Very easy to add subtitles with it, once you've created a preset you just select a picture, double click the preset, and alter the text.
