Can dforce be used on clothing not conformed to a figure so that it will fall in a big heap? Also what is a way to make an outfit look neatly folded?

Yes, it should work on items thata re not currently fitted. getting neat folds may be tricky, and would almost certainly requie an animated simulation using helper objects to push the clothes into place.
There's a great thread by RGcincy on this sort of thing: https://www.daz3d.com/forums/discussion/208141/how-to-use-dforce-creating-a-blanket-draping-clothes-on-furniture-and-much-more/p1
It's pretty long (up to 23 pages now) but a lot of it is interesting and there are downloadable pdf's if you want to read offline or without people's random comments between his tutorial posts.

These two links are specific to creating clothing piles with dForce:
Kindred Arts also has a product for creating such clothe piles with dForce: dForce Laundry
All of these are for messy drapes. Not sure about folded clothing.
