HDRI rainy city Chicago questions

Are the backgrounds included with the HDRI Rainy City Chicago, or is it just the lighting?  I can't seem to find the backgrounds or environments anywhere.

    I think you are missing the point of an HDRI, it is the background. An HDRI is bascially a panoramic image that provides the background and the lighting.

    Make sure Draw Dome is ON in Render Settings>Environment.
