The License Add-on requirement for use in video and game creation I get. But it's kinda cost prohibitive for those who wish to create low budget rpg games such as at Aldorlea Games. Not everyone is adapt at drawing 2D characters and may need a shortcut. That said, would I need to pay the add-on fee for 2D character RPG development use?

If you only use 2D sprites then you don't need interactive license, that's for when you're using the actual mesh in your game.
not for 2d ie sprites etc. The License is needed if using the actual mesh of the models (geometry)
If the game is displaying pre-rendered images, you're fine without the add-on. If the game is doing its own rendering on the fly, you need it.
So something like this is acceptable.
Assuming that it's a game that is just using pre-rendered 2D images or animations, yes.
