I got this error message when I tried to make a purchase.
Google sent me to two previous threads on this board (from 2013 and 2015) about the exact same issue.
Like it was mentioned in those threads, it was an apostrophe problem : my street name includes an apostrophe, and removing it solved the issue.
I think this should be fixed. Apostrophes in names are pretty common in some countries, and since the issue is very non-obvious (I assumed from the message that there was a problem with communicating with VISA or with my bank, not that my adress wasn't spelled in the way the system likes), and that the message makes people assume they should wait (rather than modifying their name/address) I suspect a number of people can't get their payments go through on a regular basis and wait forever trying again later.
