"Featured Free Item" Not Working

There is a discount for if you buy 2 new release items to receive a featured item below free.
I have 2 new release items in my cart and when I try to add the free item, I am charged for it. Is there a glitch in the system? Anyone else having this problem?
I tried adding the Ocean Wide- https://www.daz3d.com/ocean-wide , along with the HW3D Big Cat and the HW3D Cub and am getting charged for the Ocean Wide product.

Ah OK I see..that Ocean item is one of 4 that I see at the bottom so I thought it was the one up for free.

so when someone has all the FREE items already, shouldn't there be a way to substitute for something else or DAZ should give coupon for ther value or something..otherwise what good is the promo ?
