Which product(s) are required to get https://www.daz3d.com/evelyn-hair-2_0-v3-expansion to work?
Do I need https://www.daz3d.com/evelyn-hair-for-a3-v3-sp-and-l3 , or is the above product supposed to work by itself, or something else?

Wait a second, I'll check...
Well that was a long second, a Windows 10 update broke OpenGL so had to reinstall the nVidia drivers to get DS to work again. But it's correct, you need the V4 base hair to get the addons to work (there's also one for A3).
