Do the Zipper Ankle Boots actually...zip?

Greetings,

If anyone picked up the Zipper Ankle Boots, can you tell me if the zipper moves up?  The 'Included' section mentions a handle for each zipper, but every one of the pictures has it exactly half way, which wouldn't really be how I'd want it. :-/
