Is it against EULA to chop off Genesis figures' head and use it to model a completely new distributable figure?

Yes, it is. You would be redistributing a derivative of Genesis, which is not allowed.

simpler to just download Makehuman and chop of a head from an obj export of one of them
So it is and the G family gets to keep their heads.
It's just that ears are so slobberin' difficult.
