I recently built a new computer and put in a EVGA GeForce GTX 1050ti FTW but I would really like to have more memory.
I may replace it and was thinking a 1070 with 8gb or VRAM would do the job as I am on a budget and trying to stay under $400
I was looking at these 2 cards and I'm hoping you guys can offer some input on which one would be better, or if either of them would for that matter.

I also want to be sure whichever one I get will support Iray of course.
TIA

I recently started a similar thread on upgrading my computer with a GTX 1070. You may find some additional information there:

I've seen posts on Daz forums stating the 1070 to be good; obviously, it's currently the cheapest card to offer 8GB of RAM.
My own opinion, is that the minimum to consider is 6GB; 4GB when on a budget, but in some respects that can be false economy, unless you're scenes are almost always going to fit on the card. Plus there' s the fact that generally, cards with more RAM also have more CUDAs and are thus faster too (generally).
I tend to go for Strix, as I like quiet, and they are silent except when rendering, and even then are still decent; but there is a premium to pay.
The card you link looks to be a decent card; I expect all the branded ones are somewhat similar; just see if you can find reviews of the specific card on AnAndTech, Tom's Hardware or similar.
Awesome thanks for your input and as you can see I did take your advice from the other day and put in a better card than the 1050 I had. There have been times when I have gone over 4gb so I think having an 8gb card will cover that and give me room for continually increasing graphics textures in the future.
Although I think it's kind of ugly, I am leaning toward the Asus because there is only about a $30 difference and I think it clocks in ever so slightly higher. How much of a difference would 100-200mhz speed make when using for Iray rendering?
By the way the Strix is about $75-80 more which isn't much but trying to stay within a budget.
Actually just realized he Asus has a $20 rebate so they are pretty close in price... hmmmm.

That's the one I bought, it's great! Fans can get a little loud, but I don't mind as long as it keeps my card cool. I also use a custom fan curve too, that is much more aggressive than the stock setting. Ugh, I just noticed it's about 100 cheaper now than when I bought it :(
