  That is the Frankie Outfit.  That texture looks to be one that comes with the outfit.

  Thanks for all the info everyone.  I was looking at  Gen 3 and that is V4.  How would I get it to work one Gen 3?

  Wear them All is probably the easiest way: http://www.daz3d.com/wear-them-all-autofitting-clones-and-clothing-smoothers-for-genesis-3-female-s

  But I've heard you can also load Genesis 2 female, fit it to Genesis 2 (in the autofit dialog, pick that it's from Genesis) and Save As a prop asset. Then merge the wearable onto genesis 3 female (from Genesis 2).

  Haven't tried it myself but that approach is 'free' so can give it a shot.

  It's for V4 and Genesis, so it should auto-fit to Gen3 with no problem.
