Do I need to purchase Toon Generations 2, Base, Essentials, Clothing, and Bundle to animate these characters?

No, as you can cloth them and add hair from other DAZ products so you just need the base product. There is nothing in those products that will animate for you. you need to use animate2, keyMate, Graphmate or export them to Blender or another product to animate them.
Since Toon Generations 2 is based on G3, there isn't much in the way of aniblocks out there for it yet. So most animations will need to be created by yourself for now. Animate 2 (Lite version comes with Studio), Keymate and Graphmate will help. There are a few Walk and Run cycles in the store for G3 and I'm assuming there will be more as time goes forward. Sultry Walk Tutorial Content is a free one put out by DAZ that will get you started. The great thing about toons is that their movements and actions don't need to be quite as precise as a realistic figure. I've been having a little bit of fun creating my own animations for them.
Most clothing made for G3 will fit the toons and quite a bit of the stuff for G2 will fit as well. As always, the shoes are the biggest problem. I did come across a sweater for G2 that just would not work on G3 so not everything from G2 will work.
As for just the basics, you only really need the essentials package. The others would be nice to have but not essential. I picked up the Toon Generations 2 Essentials and the FSL Extended Family Shapes and that will give you the basic figures and the age morphs. I've heard that the bundle has a couple of bonuses but I don't know what they are.
