  There was one for Genesis by Aave Nainen called " Miss Fisher's Wardrobe "Feminine Wiles" " but it has been discontinued. The PA is still active at DAZ so possibly you could contact him about it.

  Depends on how accurate you want it to be. The dress from the movie was pleated, which is not exactly an easy thing to do, given all the morphs needed to make it flow. A dynamic cloth would be the best. The Retro Party Dress is probably the closest of the ones mentioned so far, though it lacks the sash and tie.

  Regarding the pleats, if you are working in 3DL, I remember that the Fabricator shader package has a displacement map for pleats. Shaders for something like a pleated skirt may not work, because the UV maps may go the wrong directions, but I do remember the pleats in that one.
