I feel the same way. I'm actually pretty miffed about it. I've been using Daz Studio and buying 3D content for about 8 months or so and I've bought quite a few G3 figures but they don't have the anatomical elements. I can't afford the pro bundles so I guess I'll NEVER have the male or female anatomical elements (or at least for a LONG time until they cheap enough for me to afford). I mean, it's been the better part of a year of me buying content and I've not been able to afford a G3 pro bundle (I missed it when they went down to $7 a while back - and that was likely a price that wasn't on purpose and a mistake by the sales team, given that it only lasted a couple of hours).
I really wish they would sell the bits with the base figure or AT LEAST a starter bundle. Having to fork over the money for a pro bundle just to get the anatomical elements really is a crappy thing to do to your customers. I'm going on the better part of a year now of doing 3D content without being able to do any tasteful nude art because they put it behind such a steep pay wall. Ugh. Gross thing to do to your customers.
The genitals load pretty much like the clothing does. Select the figure in the scene, double click the Genitals in the content panel. Select the figure to apply the figure's texture maps, select the genitals to apply the genitals maps. Like autofit for clothing the genitals will fit any figure of the same Genesis line...Vicky 7, Lilith 7, Kalea 7, Karen 7 and so on.

They don't come with the matching texture for every 7th gen character though, right?
Yeah, some texture sets do not have a genital texture included with them. Most of the Daz base figures do. Some of the third party textures don't. All that is listed on the product page tho, so if you don't want a texture that is missing textures for the genitals, read what's included with the character :).

If it was me I would just Autofit the g2f geo-graff bits to G3f ...But if you have the Generation 4 lady characters, then at Sharecg there is a good set of Lady bits for free lots of morphs easy to make custom mats for. but they are or V4, S4,G4,&A4. . It works in Daz Studio 3 - 4.9 & all versions Poser. But it does not fit or work for genesis3 sorry.
Interestingly, a few female figures include genital morphs (which is sometimes annoying if you don't want them) rather than geografts.
Yes , I have seen that too. but I think they all have a dial to remove the morph if you don;t want to use it
What is a geograf?
A GeoGraft (geometry graft) is a model that replaces part of the basic figure, welding inplace so there's no danger of gaps opening up during posing or morphing.

No sense complaining...it's been that way since V4 and M4 and I don't see them changing things now ;). I will agree tho, that it's a bit silly not to include the WHOLE figure in a purchase. Not entirely sure what holding back the giblets is accomplishing really ;).

I don't even worry about it as the ones in the pro bundles are pretty basic anyway and the ones at renderotica are fairly detailed. Plus I can use any skin texture on them so vendors don't have to include anything extra with a set. I have never bought a pro bundle and see no reason to ever change that buying habit.
Pro Bundles do go on sale...and sometimes at deep discounts. There is a major sale coming up in the near future, so keep an eye out.
...I wouldn't leave my primary card number there though as in the past there were some security issues. Best to use a prepaid one.

Which state laws? LOL Is there a Utah state law that says you "can't sell an anatomically correct 3D figure unless the genitals are sold in a more expensive package"? ;) Of course I'm kidding, but I do kind of wonder what state law :P. I mean, M3/V3 and previous came with their associated parts ;). More likely it's just a marketing thing to generate sales of a more expensive pkg.

This is a subject that has been hashed to death...and back...and back.
There are many reasons why it is so, some have been stated publically by official Daz people and reiterated by moderators in almost every thread on the matter. Some have not been stated and most valid and wildly off base theories have been put out, at one time or another. But what it boils down to is the simple fact that this is the way it is...and most likely the way it will remain, until long after nano-tech and cyberimplants make 3D models 'quaint and old fashioned'.
That could be said for any online site these days and I don't use a card for online purchases if I can help it. I have purchased quite a few things from them with no issues.
The law states you are only liable for $50 if your credit card gets stolen and used so to pay $3 to load a prepair card is somewhat excessive. Of course you need to report it stolen and file the reports with the proper police departments and all that, which is considerably more hassle than $50.
I bough two pro bundles, or maybe it was three, last month for abou $11 each so just have patience. The old master sculptors and painters managed fine with the cultural and stylistic restrictions on their work in their times in the meantime while you wait.

Well it's only 17 reloads or less of a prepaid card. And you usually won't be out a dime if your credit card gets stolen.
Last I checked, they still accepted PayPal. Even if they didn't, my financial institution provides the option of virtual credit cards with user-configurable limits and whose details are entirely different from the primary card. For other less reputed sites, I just reset the limit to 0 after every manual transaction in case I just want to be ensure that my card doesn't get charged without my consent
Yes they do accept PayPal, you get a pop-up warning that if something goes wrong with the purchase it might lock your PayPal account, but it never has for me as that is the way I pay over there, you also earn reward points that you can use against further purchases (they do expire if not used). Be warned if you are easily offended stay away, some of the stuff is very adult. They do also have a fair amount of non-adult stuff though.
It's not exactly "one character to another". Look at it the other way round — all Generation 7 female characters are a different shape of the Genesis 3 Female basic figure. Whatever works on one character works on any of the others, and on the G3F figure. Whatever works on the G3F figure works on any of the characters.

I'm not buying anything from that site. Yikes! I'm not really "easily offened" but I wasn't expecting images that explicit. They REALLY need a landing page that says something like "explicit content ahead, enter only if you're 18+ and aren't offeneded by explicit pornography". Or something to that effect. I just Google renderotica and it took me straight to the website's front page which is a very nasty page with some gross things going on. They should really do a better job of making sure not to show such things to underage kids and stuff. I can't believe they don't have a landing page or some kind of warning.
Needless to say I'll be waiting until a pro bundle goes on sale here before getting any of the anatomical elements.
Without having extensively looked at their site it is pretty scary and can't imagine the interest in what I saw rendered. I would think most of those renders are illegal even if they are fiction.

Not my cup of tea either but as for the legal part a lot of the fictional stuff that's fully accepted on the DAZ site is illegal or would give you lifetime in prison, if practized in real life...
LMAO, got a good laugh out of that, guess it's not everyones cup of tea. Some of the renders there are so over the top though I just can't take them seriously. They have a pretty good filter system to weed out the categories you don't want to view.

LOL...maybe that's why I've been a member there for, oh, a decade at least but have visted maybe once ;). It is a bit of a shock to the system if it's not your "thing" LOL.
