  they are photoshop images to add to pictures as postwork, I doubt they follow any animated sequence

  if you want the latter I would suggest Hitfilm Express, its free and can render image series or video of its 2D and 3D effects for using on planes, billboards, popvideo  say in Clone well as composite into existing video.

  I do the latter as you can mask bits and render layers and use in it  too.

  the highlighted text above mentions --- 50 layers each.  Does this mean there are 50 layers included per type of explosions.

  Yes, there are 50 layers per type.  They are not sequenced frames - some are similar but nowhere near enough to create animations with.  It is high quality but not what you are looking to create animations.
