Do you recognize this outfit? Character? -- SOLVED

So, in the RDNA stuff are some products for IDL lights.  As far as I know DS can't use these, but I still like looking at the pictures.  I fell in love with this clown image.  I don't recognize either the outfit or the clown used.  Does anyone know what either of these are or where I can pick them up?

    @pwiecek  Thanks!  I found both Dr. Pitterbill and the Hapert Expansion for the clown outfit and makeup!  I think I had Whatever3D bookmarked in the old system, but forgot about it or lost it.  So, I've bookmarked that, too.  So, double thanks!  :)

    Unfortunately, Whatever3D wouldn't have helped if I hadn't remembered the tall lanky look of the doctor to look it up.

    Well, I have him wishlisted for now.  I'll have to see if I can afford him after the PC is over.  :)
