Nor can I see the morphs in the parameter tab. If I load a character that requires ++ morphs, they do not visibly activate (there is no change in the V4/M4 head shape).
I have run the .bat files. No change.
I have deleted the morphs++ & CFs from the Content Library, uninstalled, & re-installed them, then re-run the .bat files. No change.
I used DIM for everything except the Connect-only products. All my content is on an external drive. All my other content works.
If anyone has had this or a similar issue, please advise.

Are you sure there is only one \Runtime\Libraries\!DAZ\Victoria 4 folder on the system? Where is it, and what are your content directories?
@Richard Haseltine Hi, Richard, my apologies for the lag. If there is another folder with that name, I cannot find it, and I have manually and automated searched. The one that I know of is on my F: drive where I would expect it to be.
My content directories, according to the Content Library Content Directory Manager, are -
Daz Connect Data - F:/My Daz Connect Library
DAZ Studio Formats - F:/My DAZ 3D Library
C:/Users/Public/Documents/My DAZ 3D Library
Am I not supposed to have two DAZ Studio Formats Base Directories? (I added the C: folder to the list because I was under the impression that some content may need to be on the same drive as Daz Studio, and I was having a problem getting things to show up as installed.) Thanks
So you have F:/My DAZ 3D Library/Runtime/Libraries/!DAZ/Victoria 4? Having multiple content directories isn't an issue.

It is only the head morphs that are not visible/active. This is also true for Michael 4. I have not checked Kids 4. Have you ever seen such a sight in your life?
Oddly enough, I can see thumbnails for all the head morphs in the Content Library Victoria 4.2 Base pulldown folder. So, they are loaded. They're just not working, nor are they available in the Parameters tab (but all the other Morphs++ are).
Do you use the PowerLoader dialogue when loading V4?
Yes, I do, and I expanded the Morphs++ to make sure all of the head morphs were individually ticked, and they were.
I can't remember, but do you have to select Victoria 4's Head in the Scene pane to see the Head morphs?
I don't recall ever doing that before. I just load her and load a head inject on her, and the face changes. It's all quite miraculous when you think about it, especially now that it isn't working.
Now, if something has gone wrong somehow in the download or install, wouldn't starting over with my Generation 4 characters solve the issue, seeing how I've never had this problem before. If I were to start over, what would be the sequence? Would I delete the products from the Content Library, exit DS, then uninstall them with DIM; next, re-download and install them with DIM, and finally re-open DS to check things out?
Have you also added the F:/My DAZ 3D Library as Poser-directory? Just making sure, as the V4 is Poser, not DAZ directories.

It was already there.
The head morphs are on the head, but INJ poses should work without neding anything done to the head.
@Richard Haseltine Exactly! But the only thing that happens with INJ is the eyes move. The face shape remains V4. So, obviously, no one else has heard of such a thing either. Will you please check my sequence of actions above and tell me if that is the usual/effective way to start over with products?

I've tried everything else I know, other than uninstalling and reinstalling DS.
I tried !Lola-INJ.pz2 and it worked fine for me. I'm sorry, I don't know what to advise other than submitting a help request. Maybe Richard will think of something else to try.
Oh, I thought of one thing. When you ran the power loader, did you put a checkmark on the Legacy Injection Slots?
