I can't figure out how to do this and I know there is a motion blur program here https://www.daz3d.com/motion-blur-for-iray but it would appear its only for animations.
Is there a basic way to do motion blur? anyone know? thanks.

Check out this thread. http://www.daz3d.com/forums/discussion/6052/motion-blur-setting-how-do-you-use-it#latest
I had to go back to my bookmark of it to remind myself how to blur the heli rotors in my dragon pic I posted earlier.
If you're rendering in Iray then built-in motion blur has not been added yet. You will need that product you found which works by setting up an animation, but then you only take 1 frame from that animation that has the blur you like best (or something like that)
*edit to add*
It makes sense that any motion blur requires setting up an animation because Daz Studio needs to know what parts are moving, which direction, how far and how fast in order to calculate the blur.
No, you can use it for still images. It's on the product page as one of the things it is designed to do.
As said, motion blur requires an animation sequence to know what to blur. The final result is a single image with Motion Blur for Iray.
The animation part is so that each frame of the movement is rendered and then saved as an image and a mask with a final render of the entire scene (depending on what direction you want the blur motion). Then those images are compiled into a single image. The user sets up the animation, the script does the rest.
This may help.
