Difference between HD addons and HD Characters
in The Commons
I'm looking to pick up Victoria 7 and I want to get the most detailed result I can. As I was looking through the shop I noticed this HD add on package:

Now, I'm a little new at this so I'm trying to figure out what this is actually giving me over the base Victoria 7. I'm assuming this doesn't modify the base geo and it doesn't look like it has any textures. Is this just a bump/normal map?
There are also HD character packs such as this:

These seem to have all the textures materials and maps in 2k or 4k. Is there something similar for just Victoria?

HD are morphs for the character that work on the subdivided rather than the base mesh, allowing much greater detail -- HD morphs typically have 64 times as many vertices as regular morphs. Some characters come with the HD morphs included, some have a separate HD morph add-on.
Advantages of HD morphs over bump/displacement/normal maps:
-- they can be used at less than full strength if desired, maps are all or nothing
-- they can be used with any UV set, maps work with a particular UV set
Disadvantages of HD morphs:
-- they may bog down a low-end computer
-- they don't work with 32-bit software
