DAZ 4.9 incomplete tool bar and no content

I had a problem with my pc where it corrupted my pc account, had to create a new one and all but daz (4.6) even after adding my serial it would not show a complete tool bar or retrieve my content which the cms was able to find. so i updated to 4.9 but this is what i can see (attached).

I cant save files or anything, of find my old stuff in the smart content menu. how can i fix this?
