Is there a way to instance spotlights in studio 4.9? The interface lets me create instances but they are empty. When I select a light instance, nothing is selectedin the scene. Also nothing is illuminated by the light.

No, standard lights can not be instanced. Only things with actual geometry can be used as instances.
However, you can use objetcs as lights (using Uber Surface in 3DL or Emission in Iray) and then instance those. You can even bult your own spotlights from primitives if needed. Be careful though, too many instances that contribute loght will slow things down dramatically.

I was trying to avoid emmisive surfaces, since I have read in several threads that it slows down the renders. I haven't seen the in my experience though.
If you use single poly planes for the emissive surface the hit to render speeds is minimal.
Why are you wanting to instance the lights? There may be other ways to achieve the same end.
I asked about instancing lights back in 2013.
